Mortgage Compliance Professional of the Month for September 2017: Bill Lavigne

Congratulations, Bill Lavigne, on being selected Mortgage Compliance Magazine’s Mortgage Compliance Professional of the Month – September 2017!

Bill Lavigne joined Norwich Commercial Group, Inc. dba Norcom Mortgage and Military Direct Mortgage, Avon, Connecticut, in 2012 and serves as a Mortgage Compliance Analyst for the company. He is a 29-year veteran of the mortgage industry and specializes in residential mortgage operations, compliance, and licensing.

Working in the Compliance Department, Bill is responsible for SAFE Act Regulations; maintains databases, including the National Registry NMLS System; and performs mortgage regulatory-related tasks assigned by senior compliance staff. Bill handles the entire process to obtain and maintain licenses in 41 states, Washington D.C. and Guam, including certificate of authority filings, d/b/a filings (trademark, assumed name and fictitious name), coordination of registered agents and bonding, drafting application documentation, and working directly with regulators for lender, branch, and loan originator licenses. He reports the status of licensing and compliance related information to the Company’s On-Boarding Team, in-house counsel, senior compliance staff, and management.

Bill manages sources of regulatory data and prepares and publishes announcements pertinent to staff across the company. He maintains and archives information and data for various federal and state specific recordkeeping laws.

Prior to joining Norcom Mortgage, he worked at Webster Bank, DeGeorge Financial, American Mortgage Partners, Shawmut Mortgage, and Fleet Mortgage. Bill has previously held positions as a Regulatory Compliance Manager, Licensing Specialist, Senior Post Closing Coordinator, and Loan Production Manager. He served as a licensed mortgage broker for six years and as a contract compliance consultant for three years, performing file audits and filing mortgage licenses.

Bill has achieved many banking and mortgage certifications, including the ABA Certificate in Lending Compliance; and the American Institute of Banking certificates for Banking, Mortgage Lending, Commercial Lending, and Consumer Lending. He is licensed through the Connecticut Department of Banking as a mortgage loan originator. Bill holds an Associates Degree in Business Administration (Banking Minor) from Tunxis Community College.
